An attempt to raise the caps on claims against the government — otherwise known as sovereign immunity — remains a moving target.

The latest iteration of SB 974, by Sen. Joe Gruters, R-Sarasota, evolved from $1 million per person and $3 million per claim, to a tiered system based on population at a February 23 hearing in the Senate Rules Committee.

“At the end of the day, mistakes happen,” Gruters said. “Governments make mistakes and most stakeholders I’ve talked to agree that some type of adjustment to the amount should happen. The question is, what should that amount be?”
