The Florida Bar Foundation should remain the exclusive administrator of IOTA funds with a maximum 15% administrative overhead and granting those funds only to experienced charitable or nonprofit organizations delivering direct legal services to the poor.
The Task Force on the Distribution of IOTA Funds included those recommendations in its final report and recommended amendments to Florida Bar Rule 5-1.1(g), which were submitted to the Supreme Court on September 14.
That agreement came after contentious earlier meetings, that included debates and testimony about how IOTA funds are collected and granted, which has been under the purview of the Foundation since the IOTA program began in 1981.
