Bill targets repeat unlicensed drivers with tougher penalties

Suspects caught repeatedly driving without a valid license would face more severe penalties under a bill that is moving through the Florida Legislature.
HB 35 by Rep. Webster Barnaby, R-Deltona, would revise the definition of “habitual traffic offender” to include any person who has three or more convictions for driving without a license within a five-year period.
