A divided House panel approved an anti-drunken driving measure on Thursday, despite critics who warned it could penalize innocent suspects.

The House Infrastructure Strategies Committee voted 17-3 to approve HB 39 by Republican Rep. Traci Koster, a Tampa attorney.
