From the upper floors of the Lee County Courthouse, 20th Circuit Chief Judge Michael McHugh watched trees and light poles topple, a nearby roof disintegrate, and cars bobbing eerily in the stormwater below.

At one point, McHugh was worried that Hurricane Ian’s 155 mph winds would rocket debris through the courthouse windows.
