A Senate panel has approved a measure that would expand property rights protections under the 1995 Bert Harris Act, over the strong objection of local governments and environmental groups.

The Senate Appropriations Committee voted 10-5 on April 20 to approve SB 1876 by Sen. Ben Albritton, R-Bartow. A companion, HB 421 by Rep. Jenna Persons-Mulicka, R-Ft. Myers and a land-use attorney, is awaiting a final House vote.

Albritton said the measure was a “modest” expansion of the Bert Harris Act that would enhance property rights and encourage landowners and government regulators to compromise.
